CP3 is an acronym for Collaboration, Planning, Prioritisation & Performance. CP3 is also known as CAPS or JSIP by some.
CP3 is a centralised decision support system, configured to the requirements and specific preferences of each client.
In order to do this, it comprise of four modules. These four modules facilitate the business processes that are associated with the capital planning environment within an organisation. It provides one place where all the capital needs of the organisation reside and serves as a project preparation portal.

The MFMA monitoring dashboard assists Provincial Treasury with the execution of this oversight responsibilities and provides a management tool to help identify any required support to municipalities. The monitoring dashboard also assists the provincial treasury with reporting to other structures like the MEC for Finance and the National Treasury.

The CP3 software service provides one portal where capital needs are registered. It provides the ability for innovative prioritisation of these needs reflecting the specific needs of the organisation. The budgeting module facilitates the development of a budget fitting strategy and allocating budgets in accordance to pre-determined bins or alternatively, the user can allow the system to determine the true size of the bins.
The last step is to allow project managers to track the timely implementation of capital needs by tracking both financial and physical progress.
